Enfuse Action Collective (Enfuse) is a woman-owned, national consulting firm comprised of experts on housing, homelessness, domestic violence, dating violence, sexual assault, stalking, and human trafficking.
What We Do
Our expert consulting services include technical assistance, training, resource development, system and organizational protocol design, implementation support, research, evaluation, and public policy leadership.
Our team of subject matter experts provides targeted support to meet the policy and programmatic goals of our clients with regards to housing, homelessness, domestic violence, dating violence, sexual assault, stalking, dating violence, and human trafficking.
We help our clients address matters involving a range of housing types and services.
Affordable and market-rate housing
Single-family and multifamily rentals and homeownership, condominiums, mixed-use housing, public housing, properties subsidized by rental assistance and financing programs
Homeless assistance programs
Emergency shelters, rapid re-housing, interim and transitional housing, permanent supportive housing, supportive services
Public and private lodging
Hotels, motels, vacation rentals, extended stay properties
Our Services
Our team has extensive expertise on critical issues at these intersections, including trauma, healing spaces, crisis intervention, substance abuse, fair housing, reasonable accommodations, and disability rights.
We regularly provide support on federal, state, and local laws that outline housing protections for survivors and related requirements for housing providers. These laws include, but are not limited to:
Violence Against Women Act (VAWA),
Family Violence Prevention and Services Act (FVPSA),
Victims of Crime Act (VOCA),
Fair Housing Act,
Americans w/ Disabilities Act,
Section 504 of the Rehabilitation Act,
McKinney-Vento Homeless Assistance Act/Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act, and

Enfuse serves as the U.S. Department of Housing and Urban Development’s (HUD) lead training and technical assistance provider on implementing the Violence Against Women Act (VAWA). In this role, Enfuse leads VAWA training and technical assistance across HUD, under the coordination and leadership of HUD’s Office on Gender-Based Violence (OGBV). Enfuse works with OGBV and all HUD program offices to support HUD housing and homeless assistance providers by strengthening their compliance with VAWA, state and local housing laws, and related requirements; enhancing survivor safety; and centering survivor voices.
