Enfuse provides customized technical assistance that strengthens our clients’ capacity to provide compliant and safe housing access for survivors of domestic violence, dating violence, sexual assault, stalking, and human trafficking in communities across the country.
We provide technical assistance in-person and virtually.
Examples include:
Strategies and tools for complying with critical laws, such as the Fair Housing Act, Violence Against Women Act (VAWA), Family Violence Prevention and Services Act (FVPSA), Victims of Crime Act (VOCA), Americans with Disabilities Act, Section 504 of the Rehabilitation Act, McKinney-Vento Homeless Assistance Act/Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act, and related state and local laws.
Cross-sector strategies to strengthen collaboration among housing providers, victim service providers, community-based organizations, legal service providers, government agencies, and other community members when housing survivors.
Statewide and system-level assessments, with actionable recommendations, to ensure housing systems are compliant and equipped to respond to the needs of survivors across diverse housing systems and communities.
Operational tools for implementing, monitoring, and continuously strengthening safe housing systems and services for survivors, such as tailored workflows, compliance checklists, and evaluation tools.
System redesign support for communities seeking to improve housing access for survivors, including enhancing survivor referral systems, data practices, safety protocols, partnership structures, and resource allocation.

Enfuse develops interactive training that incorporates adult learning principles, pre- and post-training assessments, scenario-based problem solving, and other engagement strategies to foster safe and effective learning environments. Training is offered at foundational and advanced levels. We provide training in-person and virtually.
Examples of training topics include:
Dynamics and impacts of domestic violence, sexual assault, stalking, dating violence, and human trafficking, including how these forms of abuse intersect with housing instability, safety, trauma, and access to services.
Understanding and operationalizing survivors’ housing protections and housing providers’ requirements under the Violence Against Women Act (VAWA), including notice requirements, confidentiality protections, emergency transfers, lease bifurcation, and non-discrimination protections, and the use of required VAWA forms.
Survivor eligibility for assistance from federally funded housing programs, including Continuum of Care (CoC) and Emergency Solutions Grant (ESG) programs.
Providing survivor-centered and trauma-informed housing and homeless services, including fostering trust, prioritizing safety and survivor choice, managing vicarious trauma, and practicing self-care.
Establishing compliant data systems and data practices that protect survivor privacy and safety.
Peer learning to explore model approaches and best practices for serving and housing survivors.

We employ a holistic approach to understanding program, community, system and government agency needs. The approach is catered to the specific needs of the stakeholders and can include:
Assessment/Survey
Develop community assessment and systems surveys, honing in on system-wide process strengths and challenges for a range of respondent groups identified in partnership with the program, community, system, and/or government agencies.
Develop strategy for distribution and messaging/communication for respondent groups;
Analyze survey results and develop recommendations.
Pre-survey Interviews
Develop targeted questions and conduct one-on-one interviews with a range of stakeholders, including people with lived experience, direct service staff, and administration.
Post-survey Interviews
Develop targeted questions and conduct one-on-one interviews with survey respondents, to gain a deeper understanding of specific trends and data.
Listening Sessions
Identify target audiences;
Develop listening session questions and facilitate sessions;
Analyze survey results and develop recommendations.
Research
